Heavy Vehicle Event Data Recorders
Feasibility Study
In 2016, Transport Canada published a Request for Proposal (RFP) for a feasibility study on Heavy Vehicle Event Data Recorders (HVEDR) and the feasibility of mandating such data recorders on buses.
This RFP was initiated by Transport Canada in response to a highway safety-related recommendation that was published by Canada’s Transportation Safety Board (TSB) in Railway Investigation Report No. R13T0192 regarding a crash between a VIA Rail Canada Inc. commuter train and an OC Transpo double-decker commuter bus that occurred in Ottawa, Ontario, Canada on 18 September 2013. This crash resulted in 35 injuries, including 6 fatalities and 9 serious injuries to those passengers on the bus. There were no fatalities or injuries to anyone on the commuter train.
In their report published 02 December 2015, the Canadian TSB made three recommendations regarding highway motor vehicle safety. One of them was that commercial passenger buses be equipped with dedicated, crashworthy, event data recorders.

In response to the TSB recommendation for EDR in commercial passenger buses, Transport Canada published a Request for Proposal (RFP) on a Feasibility Study of Event Data Recorders (EDR) for Commercial Buses (Solicitation No. T8080-160062).
On 02 March 2017, public notification was made that the Feasibility Study of Event Data Recorders (EDR) for Commercial Buses (Solicitation No. T8080-160062) was awarded to Mecanica Scientific Services Corporation (Oxnard, California).
Mecanica Scientific completed the HVEDR Feasibility Study in March of 2018 and final approval of the research was received in January 2019.
